Program Overview

The Bougainville Partnership (BP) is framed around the objectives of the Bougainville Peace Agreement and development and implementation of Bougainville Strategic Development Plan (BSDP) 2018-2022. The ABG intends the BSDP becomes the principal reference point for program and sector development in Bougainville and will guide development partner investment consistent with its objectives and priorities.

The BP is founded on a results framework developed around three Pillars targeting the realization of an overarching Partnership goal with three long-term development outcomes.

  • Pillar 1 targets ABG and select national government agencies in terms of improving the delivery of their mandated functions and services, including infrastructure, in support of strengthened autonomy and governance.
  • Pillar 2, is oriented to improving the quality and quantity of private sector and smallholder investment in Bougainville through the Commodity Support Facility (CSF) and support to investment climate reform.
  • Pillar 3 principally focuses on strengthening Community Driven Development focusing on dispute and conflict resolution, youth development and broad based inclusive livelihood development through three programs (BPBP, BYI and BCGS).

Role Summary – Agribusiness & Organizational Development Adviser

The Agribusiness and Organizational Development Adviser will support the achievement of sustainable agriculture development in Bougainville through the implementation of activities in the ABG Department of Primary Industries (DPI) and BP workplans. The adviser will have exceptional strategic and technical agriculture knowledge across a range of commodities, including, but not limited to cocoa sector development. The adviser will also provide support on ongoing institutional strengthening within DPI by continuing BP’s support to the implementation of effective capacity and organizational development.

 The successful candidate will bring:


  • A degree in agribusiness, agronomy, business administration, economics, organisational development or similar.


  • Knowledge of private sector or government capacity building in either:
    • Agriculture and Marine Resources, and/or
    • Economic Development
  • Technical agricultural knowledge is highly desirable (e.g. agronomy, agribusiness)


  • 10+ years’ experience in a senior private sector or government position.
  • 10+ years’ government-related experience in either:
    • Agriculture and Marine Resources, and/or
    • Economic Development
  • Project management experience.
  • Provision of technical agriculture advisory support.
