Ministry of Youth and Sport Timor-Leste (MeYS) - ITC Policy and Plan Development

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to enhance human development over the next decade. PHD’s goal is to strengthen social capital in Timor-Leste through strengthening services, increasing community engagement and linking civil society to decision makers to improve access to services. PHD supports sectoral investments in health, education, sanitation and water and mainstream nutrition, gender equality, disability and social protection.
Abt Associates Australia is the implementation partner for PHD and is contracted until 2021 with a possible five-year extension.
The Contractor will support the Ministry of Education Youth and Sport (MoEYS) to develop ITC policy and a 5-year plan to ensure a cost-effective, coherent and sustainable way forward in the expansion of use of IT within the Ministry.
Scope of Services
The Contractor will be required to carry out the following:
- Consult with the MoEYS about its specific IT needs. This will include consulting with all level stakeholders including central, municipal and school levels; internal stakeholders such as government and state officials; and relevant external stakeholders including internet providers to map what tools or IT systems, internet infrastructure and telecommunications are currently available and utilised.
- Develop a clear and cohesive ICT policy, to underpin all future MoEYS interventions in this area. This should include guidance on how to leverage online translation platforms (specifically focusing on how best to include Tetun as a language option for translation), as well as how to best take advantage of various tools offered by Google Classroom, Skype, Microsoft and others, supplied for free to educational institutions, in order to enhance school management and teacher and student learning, especially in relation to ensuring inclusive classrooms.
- Develop a specific detailed budget to inform the MoEYS’s ITC action plan for 5 years from 2020 to 2025.
